fax security

Since our bandwidth does not allow us to send images (in large
quantities) because of lack of fiber installed, we are forced to use
fax. This is a forced short term solution...

Lets say we have about 100+ different locations who want to send fax
to us. So we are just receiving fax. We want to make sure that we have
unique numbers-ID's for combination of:

1. each fax we get
2. each location
3. each user that sends
4. date

ex: loc|date|user|transactionID

00101010801001

001 location, 010108 the date, 01 user, 001 transaction ID

I was thinking of a solution that would generate like 1,000 numbers
based on some scheme per a location and have the ability to print on
it. The printed version would be or numeric or in barcode format. So
every month we generate 1000-5000 unique numbers for each location and
send it out to them on some stickers. When they choose to send a fax,
then stick a unique ID on the fax and send it out. This would cover
the security and inventory problems. Does anyone have a solution for
this or is there an existing solution out???
