makes co-operation easier, providing op****tunities to meet and
discuss
informally on a day-to-day basis. If we today thought a briefing
would
be able to settle priorities for a stronger, more effective

police will be prepared. However, development and implementation of
policy on strategic issues, including inputs to defense policy,
crisis
