Unless the regs have changed over the years, CIs CAN fly. I know that 
Civilian Committee members cannot, but I have seen plenty of CIs flying
over 
the years.

Let us hope the regs have not changed, as that will just be yet another
nail 
in the coffin of trying to give the hard workers an incentive.
