Sean Hannity is wrong. There is a precedent for pardons before a
suspect is charged. If one hasn't yet been charged with a crime, they
can't be convicted, since there's not yet been a trial.
Nixon wasn't charged with any crime, yet Ford was able to pardon
him.
You don't have to like it, but you do have to accept it.
