I live in California. CA Vehicle Code Section 21460(a,b) says, in part:
(a) When double parallel solid lines are in place, no person
driving a vehicle shall drive to the left thereof, except as
permitted in this section.
(b) When the double parallel lines, one of which is broken, are in
place, no person driving a vehicle shall drive to the left
thereof, except as follows: (1) That the driver on that side
of the roadway in which the broken line is in place may cross
over the double line or drive to the left thereof when overtaking
or passing other vehicles. [...]
Does this mean that, on a curvy two-lane road which alternates between
double-yellow lines and broken-yellow lines, I not only have to start my
pass across a broken-yellow line, but I also have to finish the pass
*completely* during the broken-yellow section, i.e., be completely back
into my lane before the lines turns solid again? (Otherwise, I would be
"driving to the left" of a double-yellow line.)
It seems like asking too much to have drivers not only survey the
oncoming traffic for safety, but also see exactly where on the road
ahead the dashed line ends.
