Q&A: Screw-Lock Heli-coils, et al

Hello,

I've got a "pulling" hydraulic press (Oliver brand) that I'd like to
rework
using screw-lock type heli-coils.  The attachment plate is ~2" steel plate
and is used for attaching two (currently 3k PSI dual acting) hydraulic
cylinders.

The cylinders have for some time now been welded onto the plate instead of
bolted on.  This of course makes it easier to break-down since there is no
forgiveness in the welds.  They've also been using a 3kPSI setup and
although maintenance will set it at 1500PSI - some gremlin will always
boost
it to 2500 which causes premature seal failure.

So here's what I'm looking for:
1) What's the best tools to use for these Heli-coils;
2) Would it be wise to counterbore the holes in which the coils will be
sitting be sitting?
3) Would UNF be better than UNC threads (bolts would Grade 8 1" or larger)
4) Is there an effective way of "locking out" the pressure adjustment -
I'd
like to replace the 3k's with 5k PSI cylinders but only if I can lock out
the gremlins.
