Is OEE the Correct Measurement ?

Recently, we have been having discussions in our plant with regards to the
usefulness of tracking OEE. Our plant is an assembly plant for automotive
parts. We use various conveyors to move the parts through the plant and a
number of assembly fixtures in the process, primarily for holding the
parts
during assembly. Obviously, if the conveyors/fixtures are not working,
production takes a hit, but the quality of the finished product may not be
impacted. Due to the nature of our parts, the equipment could run at 100%
uptime and the first time through quality could be 75% due to the
operator.
I'm thinking that since quality is not necessarily tied to equipment
uptime,
the OEE % isn't the best measure of our plants' operations. Any thoughts ?
