Does a person need to be licensed to work on a house that's being
built?
I've purchased a spec home from Richmond American in Arizona. It was
initially built for another buyer who backed out of the deal 90% of
the way through the building process. As such, I was able to get a
reasonable deal on the house.
Having lived in the house a few months now, I'm in the typical process
of having things fixed that should be covered under warranty. One of
these involves a number electrical boxes that I'd been told by two
Richmond representatives (sales & building project manager) were
prewired for ceiling fans. When I had the fans installed 3 of the
electrical boxes had no wiring attached.
After being run around a bit by their customer service reps, Richmond
finally told me that they would take no responsibility for the wiring
since their contractors had not installed the electrical boxes. When I
asked Richmond who would have done the installation on a not yet
completed home, I was told the previous buyer must have installed the
boxes.
Could this be possible? Would a builder allow someone other than their
contractors to work on the electrical system of a home yet to be
completed and closed on? Seems like a liability issue to me.
